Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science. ORA bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology. ORTwo years of professional experience in information technology.Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).Preferred Qualifications:6-11 credit hours in application development6-11 credit hours in computer programming3-5 credit hours in object orientated programming

Duties Description Under the direction of an Information Technology Specialist 3, SG23, within the Chief Technology Office, Business Application Services, Labor, Workforce and Education Portfolio, the position will function as a developer responsible for all phases of the Software Development Life Cycle for systems supporting DOL business needs and applications. Specific duties include, but are not limited to:• Perform system development, including planning and conducting application programming design, coding testing, and debugging activities for systems that contain legacy and new web technologies;• Develop and/or review both high level and detailed designs for an information system including the functional specifications that define the business rules and the input, processing, and output details pertinent to the system operations and report programs;• Participate in Application Release and Change management for Business Solutions programs to successfully support IT systems;• Participate in work request intake, change management, project plans and schedules, and delivery acceptance; • Writes computer programs and dynamic, transactional, or interactive web sites based on approved specifications;• Participate in the agile design, redesign, and development of application software, building service and integration components within a modernized software design;• Follow system security measures to comply with Office for Technology and agency defined directives;• Develop or assist with the development of unit test cases;• Conduct unit testing of individual components and assists• Monitor, evaluate and respond to server activities to discover issues and ensure the proper response is taken to keep the processes and applications running smoothly;• Maintain and analyze systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment; • Follow best practices for effective problem resolution for a high data availability and performs development activities that adhere to the ITS architectural strategy so that overall data integrity is maintained; Document business systems or processes by describing all relevant factors including workflow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations, such as federal and State legislative mandates. This may include web site development and administration of a transactional, dynamic, or interactive web site; or the design, development, and administration of database systems to support IT applications;

Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
