The Office of Consumer Affairs and Business Regulation is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ Work closely under the supervision of the General Counsel and with members of the Home Improvement Contractor (“HIC") Program staff to administer the Office of Consumer Affairs and Business Regulation’s HIC Program complaint process, assist in the preparation, scheduling, and conduct of hearings, support the Hearing Officer(s), and provide support and assistance to the arbitration program. _Duties and Responsibilities:_ *(these duties are a general summary and not all inclusive): *HIC Complaints * Collect, process and make eligibility determinations on formal complaints made against Home Improvement Contractors registered with the Office of Consumer Affairs and Business Regulations. * Ensure completeness of complaint files before providing to the Hearing Officer. * Work with Hearing Officer, complainants and contractors to schedule hearings. * Send Hearing Officer determinations to parties when ready. * Maintain complaint and determination records and support enforcement efforts if necessary. * Produce relevant reports on HIC Complaints, including number of complaints; time to resolution; and determinations. All Programs * Work with the General Counsel and Senior Director of Programs to develop and implement procedures and guidelines to accomplish OCABR’s goals with respect to the HIC program. * Support the General Counsel in administration of OCABR’s legal unit by maintaining documents, performing research, and being responsive to requests, including public record requests. * Draft reports, letters and memoranda on relevant issues on behalf of the General Counsel and legal unit. * Respond to inquiries from consumers, businesses, attorneys, homeowners and contractors. _Preferred Knowledge, Skills, and Abilities:_ * Knowledge of databases similar to databases used by OCABR’s HIC Program. * Knowledge of the methods of general report writing. * Ability to produce general reports upon request related to HIC Complaints. * Ability to understand, explain and apply the rules, laws, regulations, policies, procedures, etc. governing HIC Complaints. * Ability to gather information by examining records and documents and by questioning individuals. * Ability to assemble items of information in accordance with established procedures. * Ability to determine proper format and procedure for assembling items of information. * Ability to maintain accurate records. * Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence. * Ability to follow written and oral instructions. * Ability to give written and oral instructions in a precise, understandable manner. * Ability to communicate effectively in oral expression. * Ability to communicate effectively in writing. * Ability to establish rapport with others. * Ability to establish and maintain harmonious working relationships with others. * Ability to deal tactfully with others. * Ability to adjust to varying or changing situations to meet emergency or changing program requirements. * Ability to exercise sound judgment. * Ability to exercise discretion in handling confidential information. * Ability to coordinate the efforts of others in accomplishing assigned work objectives. * Ability to learn the use of databases, applications and platforms. _ All applicants should attach a cover letter and resume to their online submission for this position._ /SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
