Description of Job

The Division of Disease Control and Public Health Response exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health.

The Work Unit: The Cultural Navigation Unit was formed during the height of the COVID-19 pandemic within the Newcomer Health (NH) program in the Health Equity Branch, which is part of the Disease Control and Public Health Response (DCPHR) Division. The purpose of the Cultural Navigation unit is to use expertise in immigrant and newcomer health to create more inclusive public health responses, regardless of culture or language spoken. The main objective of the unit is to pair culturally responsive health navigators with public health teams to improve the inclusion of individuals and communities in public health responses. The unit: 1) enhances existing public health interviews through the addition of cultural navigation; 2) provides cultural navigators in support of state, local, and community-led public health events like testing and vaccination events; and 3) oversees contracted community-based organizations in community outreach and education to both prime individuals for public health interventions and normalize the discussion of COVID-19 and other public health topics with communities.

This Position:Coordinators will serve in three primary focus areas, and depending on the burden of disease, affected communities, and engagement of local health departments, may need to increase or decrease focus in any one of these focus areas. The three primary focus areas include: 1.) Coordinating with contracted community based organizations (CBOs), 2.) Serve as champions of cultural navigation services at the state level. 3.) Collaborate with a select number of Local Public Health Agencies (LPHAs). Specific examples of job related duties are located below.

What you will be doing

Coordination:

The position is responsible for coordinating cultural navigation efforts related to communicable diseases in the state of Colorado. By providing technical support and guidance, this position serves as a liaison between the Cultural Navigation Supervisor, public health teams at the local and state level, and the community-based organizations (CBOs) and individuals contracted to provide cultural navigation support (contractors). This position is responsible for the following activities:

  • Manage cultural navigation support requests, by assessing needs, identifying appropriate resources, communicating with contractors, and confirming support provided with all parties involved

  • Coordinates scheduling with contractors; confirming availability and appropriately matching capability to activity needs

  • Works with Newcomer Health Program Manager, Cultural Navigation Unit Supervisor and unit staff to develop standard operating procedures related to the activities of the cultural Navigation Unit, support requests, and training and scheduling of contractors

  • Identifies and integrates updated guidance, procedures, and priorities into work protocol, as needed, for both the Cultural Navigation Unit and contractor

  • Communicates with all parties involved in events, or reoccurring program support, to ensure a consistent understanding of requirements and protocols in each situation

  • Collaborates with Cultural Navigation Unit, public health teams, CBOs and contractors to establish methods and best practices addressing a variety of activities where cultural navigation will be beneficial

  • Supervises participation of contractors in public health activities to insure support provided is in line with program goals

  • Coordinates contracts with CBOs, ensuring they understand commitments, and serves as a content specialist, able to answer questions and clarify details related to the contract

  • Collaborates with Cultural Navigation Unit, public health teams, and contractors to establish methods and best practices for incorporating cultural navigation support into a variety of activities

Training and Technical Assistance:

The position is responsible for conducting training and providing technical support and guidance for contractors, as well as providing technical support and guidance to public health teams and community based organizations (CBOs) working in areas where cultural navigators are providing support. The position serves as a liaison between the cultural navigation supervisor, public health teams, and contracted CBOs and cultural navigators. The position is responsible for the following activities.

  • Guide cultural navigators through the training modules and protocol for each type of event and public health activity they may be supporting

  • Instruct contractors on the proper use and requirements related to scheduling systems and online data tracking software

  • Guide public health teams and CBOs through the established methods and best practices when including cultural navigators in public health activities

  • Serve as the point of contact for contractors during activities that involve integrating cultural navigation into public health efforts

  • Provide technical assistance to overcome barriers in integrating cultural navigation that are expressed by public health teams and CBOs

  • Manage the training modules and protocol documents, and considers and communicates modifications and improvements to supervisor

  • Provide technical assistance to CBOs and LPHAs who receive funding awards to help them understand funding requirements and related deliverables

  • In collaboration with the Unit Supervisor, develop tools, resources, and trainings related to meeting funding requirements for CBOs and LPHAs

  • Support the monitoring of contractors to ensure that contractual obligations are fulfilled and that contracted entities are in compliance with CDPHE contract monitoring policy and standards, programmatic provisions, and addressing contractor performance issues. Resolves contractual issues in collaboration with supervisor.

  • Acts as the point of contact for contractors during activities related to program coordination for funding awards through the cultural navigation initiative

Data Quality and Assurance:

This position is responsible for working with Newcomer Health Program staff, public health teams, CBOs, and contractors to support data collection and reporting needs. Activities this position is responsible for include:

  • Oversees the usage of data sharing software, communicating with users to address and resolve any barriers to consistent data entry

  • Develops and implements procedures for ensuring high-quality data and strategically consults with supervisor to implement modifications and changes, as needed

  • Monitors quantitative metrics within data management systems such as CEDRS, to identify positive COVID-19 tests or other conditions of public health interest in the populations of interest

  • Manages data tracking and validation for contracted work, communicating with organizations or individuals to ensure complete documentation according to established protocol

  • Understands and can analyze data from multiple systems, all while applying the complexity of required components, which may vary between contractors and activities

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Six (6) years of professional experience in coordinating with multiple stakeholder groups, contract monitoring, designing and conducting adult education, working with community based organizations, working with historically marginalized communities, working in public health response efforts or closely-related to the day-to-day operations.

OPTION 2

Two (2) years of full time professional experience in coordinating with multiple stakeholder groups, contract monitoring, designing and conducting adult education, working with community based organizations, working with historically marginalized communities, working in public health response efforts or other work related to the day-to-day operationsAND graduation from an accredited college or university with a bachelor's degree public health, business administration, public administration or closely-related field.

OR

OPTION

Master's degree from an accredited college or university from an accredited college in public health, , business administration, public administration or closely-related field.
