Northrop Grumman Defense Systems Sector is seeking a Proposal Analyst (Level 2)/ Principal Proposal Analyst (Level 3) to join our diverse team of professionals located in Northridge, CA, Mesa, Arizona, Plymouth, MN, McLean, VA, Elkton, Maryland, and Rocket Center, WV. The successful candidate will be a direct report to our Pricing Manager and will work closely on a day-to-day basis with the Program Managers/Directors, Business Managers, Operations Managers, Capture Managers, and functional teams.

This position will be responsible for all aspects of a proposal portfolio from the business development phase through closeout, delivering customer satisfaction, building customer relationships, and providing timely responses to both external and internal customers. The initial duties of the selected candidate will be to provide contracts support to major capture and proposal efforts.

These duties will include taking on the lead role for all customer communications and correspondence, authoring Contracts Management proposal sections, preparing representations and certifications, analyzing terms and conditions, technical data rights and assertions and guiding the proposal through the proposal approval process. Candidate will be the lead contracts representative for these major proposals and will be in a high visibility position requiring consistent interaction with proposal teams and frequent interaction with senior management.

Job Duties & Responsibilities:

  • Prioritizing work on a variety of proposals at the same time

  • Partnering with the proposal managers and proposal teams to respond to customers RFPs

  • Reviewing RFPs and deriving material, labor and other requirements

  • Supporting Supply Chain Management (SCM) development of RFP/RFQs; working with SCM, vendors and subcontractors to develop a consolidated bill of material

  • Working with project engineers and program management to develop Basis of Estimates (BOEs) for labor hour and other cost estimates

  • Conducting supplier statistical price analysis and audits of subcontractor cost proposals (at subcontractor locations as needed) to review basis of estimates and source documentation verifying proposal cost estimates for single/sole sourced procurements, as per FAR parts 15 and 31

  • Utilizing Propricer and supporting Excel files to develop price estimates

  • Preparing estimates and developing cost volumes in accordance with Federal Acquisition Regulations (FAR) for submission in response to RFPs and other estimates on cost-type and fixed price efforts

  • Gathering and organizing historical data for same or similar programs in support of proposals

  • Establishing reasonableness of cost and pricing; participating in cost and pricing reviews with management, customer and supplier representatives; generating price and cost analysis reports providing recommended price positions to support negotiations with customer and suppliers; and identifying risks and opportunities to the cost estimate

  • Participating in the customer and supplier negotiation processes including customer, DCMA and DCAA fact-finding and audits

  • Mentoring SCM, Finance and other program management team members in these activities

Basic Qualifications:

Proposal Analyst (Level 2)

  • This position emphasizes skills and experience. Will consider one of either of the following: High School diploma or GED and 7 years of broad range financial analysis activities with a high level of complexity in a manufacturing environment, or experience conducting indirect rate audits (G&A, Overhead, other administrative rates) and direct cost audits (material, labor wages, labor hours, other direct costs), Bachelors and 3 years of stated experience above, or a Master's degree and 1 year stated experience above

  • General knowledge and competence in the concepts, principles and standard practices in costing and pricing

  • Knowledge of Microsoft Office with advanced Excel skills, experience with complex spreadsheets

  • Knowledge of Propricer or other estimating tools

  • Knowledge of FAR, DFARs, CAS and TINA

  • Excellent analytical, verbal, and written communication skills to accurately document, report, and present findings

  • Ability to maintain the confidentiality of sensitive information

  • Experience reviewing, understanding, and responding to customer requests for proposal (RFPs)

  • Ability to obtain DoD security clearance. US citizenship is a prerequisite.

Proposal Analyst (Level 3):

  • This position emphasizes skills and experience. Will consider one of either of the following: High School diploma or GED and 10 years of broad range financial analysis activities with a high level of complexity in a manufacturing environment, or experience conducting indirect rate audits (G&A, Overhead, other administrative rates) and direct cost audits (material, labor wages, labor hours, other direct costs), Bachelors and 6 years of stated experience above, or a Master's degree and 4 year stated experience above

  • General knowledge and competence in the concepts, principles and standard practices in costing and pricing

  • Knowledge of Microsoft Office with advanced Excel skills, experience with complex spreadsheets

  • Knowledge of Propricer or other estimating tools

  • Knowledge of FAR, DFARs, CAS and TINA

  • Excellent analytical, verbal, and written communication skills to accurately document, report, and present findings

  • Ability to maintain the confidentiality of sensitive information

  • Experience reviewing, understanding, and responding to customer requests for proposal (RFPs)

Preferred Qualifications:

  • Master's Degree in Finance, Accounting, or other business degree

  • 5+ years of experience in government contracts, subcontracts, estimating and pricing, finance, or business administration in a defense/aerospace manufacturing environment

  • Experience with DCAA Audits and DCMA technical reviews of proposals

  • Experience negotiating contracts with the Department of Defense

  • Familiarity with the concept and application of Learning Curves

Salary Range: $62,200 - $108,100

Salary Range 2: $76,600 - $133,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
